In a 2nd order council to remove someone the voter-group in question that is behind that person could appoint someone else instead. But then that person is only falling out of that council, forcing the delegates-section that was also behind that delegate to appoint someone new from their section. The other way is by that section only, to assemble and appoint someone else, in which case the delegate on the 2nd order council in question would still be part of the 'grand-governing-council' that is all 1st order delegates for that 2nd council (in this system). Sometimes it may be possible to be quicker on the 2nd level, because chosen delegate sections can be presumed to be much more motivated to work through the system and show a lot of interest in the subjects under discussion/review. At other times, when many 1st order delegates need to be replaced to affect the 2nd order council eventually, it may be more work. When a very few delegates behave strangely the 2nd order council that is not large will be relatively quick because the section of delegates will move quickly and with interest. When the 2nd order council is standing on a great many delegates by that number it becomes slower again (slower in changing the membership that is; the subcouncil proceedings on any level are the same and would happen with the same speeds: all 50 persons and 5 subcouncils of 10, same procedures and numbers, whether local in a corner of a neighborhood, a large city, or the whole nation.).
