In that case it might be better that the ruling classes worst strategists - or even all of them - are put on a back leg, to let the new culture develop first and find a good way for itself, before it is subjected to stress tests. If some nations are being put under a lie by some people, the nations that see through it should inform those nations loudly, so they won't end up schemed into submission some way, before they could develop their own culture around an improved system. ...
