These sizes are already unmanageable, therefore their ruling class would become corrupt, and this would very likely produce war. When 200 million empires go to war with each other, it will spread around then then you can have a big problem, and descend back into the super-empire that China is already. If you reduce the nation sizes in China to the much more manageable 30 or even better defended from corruption 10 million, say you average it on 20 million causing China to become 60 sovereign nations, then you are still running an almost certain risk of corruption and war unless they almost all have a high end state and economic system that precludes corruption from taking over, and in addition a people that seek national peace sufficiently. If that doesn't happen you can still end up with a gigantic war and then another unification as a grand empire. Whatever the quality of the system though, at 200 million I don't see it work very well one was or the other (never mind the absurd 1200 million.)
